This paper presents a new concept for smart cities termed "Frugal Social Sustainable Collaborative" smart city. It puts citizen's engagement in the center of the city transformation following a cost effective incentive approaches and local innovation promotion. The paper presents first the motivations of the proposed concept, its pillars and then illustrates it trough examples from pilot projects launched in the city of Casablanca.
