1. BACKGROUND

Public Law 103-152 requires state employment security agencies to establish and utilize a system ofprofiling all new claimants for regular unemployment compensation. The purpose of profiling is to identify unemployment insurance claimants who are most likely to exhaust their regular benefits, so they may be provided reemployment services to make a faster transition to new employment.
