Civic space is changing across the globe. After years of democratic gains, we are in the midst of a democratic reversal. The ‘new normal’is one of what Tilly and Tarrow (2015) describe as hybrid regimes—combining some elements of democratic representation with the hallmarks of authoritarianism and intolerance of dissent (Hellmeier et al., 2021; Repucci & Slipowitz, 2021).
