Reflecting our disciplinary location in International Relations, we approach the topic of sexual violence against men from a global perspective and focus primarily on conflict-related sexual violence, yet this too comes with problems. The distinction between war and peace serves as one of the basic underlying grammars of the modern liberal state system and the political imaginaries that sustain it, including the ways that we imagine the subjects, logics, forms, and effects of sexual violence. Sexual violence against women is addressed in a range of human rights instruments and UN programming; in contrast, sexual violence against men appears only in the context of a Security Council resolution and gradually in humanitarian action in conflict situations.
