Description
As the US and its allies think through on how best to confront the terrorist threat, counterterrorist forces should consider the next terrorist organization's capacity to pose a different and more difficult set of challenges even without central leadership and territorial base. Pressman opines that creating the conditions to deny terrorists' territorial bases and leadership is not enough to bring an end to international terrorism.
