Promoting the academic success of America’s youth has been a subject of intense interest within national circles over the course of the past decade. In 1997, for example, the Clinton Administration presented 10 broad principles that were intended to serve as a blueprint for promoting improvements in America’s education. These principles were designed to bring further elaboration to the eight national goals incorporated in the federal Goals 2000:
