Description
Energy poverty refers to the inability of households to afford sufficient energy services. Existing indicators for identifying energy poor households face criticism for subjectivity or lack of inclusiveness. Utilities, obligated to implement energy efficiency measures targeting energy poor households, highlighted the need of data-driven energy poverty identification methods to be released. This study introduces a multi-sourced framework to help utilities identify energy poor households, through the joint integration of different energy poverty indicators, including a new one developed to provide more accurate results. Applied to a Greek dataset of vulnerable households, the framework demonstrates its potential while also revealing limitations.
