Description
Business process mining has been successfully utilized to optimize processes in various organizations. Governmental institutions are no exception—administrative processes are in need for various improvements. In this work, we analyze building permit process in Dutch municipalities from different perspectives. We identify two main roles performed by the employees and propose several improvements on the organizational structure. Additionally, we identify changepoints in the process based on the historical data, as well as propose a simulation framework to assess the effects of possible future changes. Moreover, we characterize differences in terms of throughput times and control flow between the municipalities.
