Description
The phenomenon of path dependency in economic development and tech-nological change is widely recognized. It introduces a historical element and the notion of irreversibility into economic analysis (Arthur, 1988; Hahn, 1989; Organization for Economic Co-operation and Development, 1992) and bridges the gap with sociological analysis (North, 1990). ln this chapter we are less interested in causes of path dependency than in the possibility of intentionally constructing a desirable path. There are different ways to do this. One can try to construct a path by brute force, that is, by planning a new system and working to overcome the barriers to its realization by eliminating them.
