Rapid changes in society usually trigger mounting pressure on educational authorities to intervene in the form of large-scale reform projects in order to accelerate the educational systems’ adaptation to changes. However, the aftermath of early experiences with large-scale education reforms in 1960s were disappointing. Yet, the rapid technological changes in the last two decades have left no choice for education systems worldwide but to act swiftly to assimilate such changes. Therefore, education systems have been struggling to initiate reforms that integrate information and communication technologies (ICT) in order to catch up with rapid changes associated with the knowledge-based economy.
