The ACTS FRAMES project has reached such a phase that a performance evaluation for the radio network can be carried out. The performance evaluation will be done for a single radio link and for the complete cellular system. Performance of a single radio link is measured by means of link level simulation and cellular capacity is measured by means of system level simulation. To get realistic system level performance figures link level performance figures have to be used as inputs for the system level simulation. In this paper, two ways, namely conventional and a novel way, to use link level simulation results within system simulations are described. Since 3rd generation mobile systems consider eg packet data and fast radio resource management algorithms, the conventional way to do the interface between link and system level simulations is not sufficient. Here a novel method for the interface is shown.
