This chapter analyzes the regulatory capacity of low- and middle-income countries as it worked during the pandemic H1N1 influenza episode of 2009-2010. Specifically, the chapter examines what barriers to efficacious registration, importation, and distribution pharmaceutical firms, developed governments, and WHO faced in their efforts to distribute pandemic influenza vaccines to populations in low- and middle-income countries.
