Description
This chapter outlines the added value of adopting an actor-centered approach and considering the network structure and the actor relational characteristics when assessing agency in policy making. It analyzes the impact exceptional agents that have on policy outputs. The chapter explores the levels of success of policy brokers vis-à-vis policy entrepreneurs. It examines the case study of Swiss climate policy and comparing the position of 34 private and public actors in the collaboration network, that is found that neither of the two 'ideal' types to be singularly successful; brokers even less so than entrepreneurs. Based on existing literature and former studies, the chapter tries to conceptually and empirically differentiate between entrepreneurs and brokers.
