York!) In recent years, a more flexible approach to planning is being adopted. The FSI regime is being made more flexible and new plans, eg Hyderabad, Ahmedabad and Mumbai, reflect this. Another major shift is out-sourcing planning functions to private entities. Before the 1990s, all urban plans were prepared in-house by planning agencies or local governments. Agencies that did not have the capacity were supported by state and national town planning agencies. However, in recent years, it is common for government agencies to hire consultants, both national and international, to prepare plans on their behalf. This practice has also brought about a shift towards market-based approaches in urban planning in some places.
