Before getting to the estimates, it important to emphasize two additional points on which we agree. First, a significant increase in the amount of water transfers was critically important to reducing the negative impacts of water scarcity. A higher than anticipated level of water transfers is a key reason these revised estimates of losses are smaller than we estimated last year.
