Description
Children who are abused or neglected are mandated special court representation in the American court system (CAPTA, 42. USC 5106, et. seq.; OCGA § 15-11-104). A judge decides whether that care takes the form of a guardian ad litem (who can be overworked and under-paid; Children’s Law Center of California, 2014) or a CASA (Court Appointed Special Advocate), who is an unpaid volunteer with an exceptionally low case load (less than three cases per CASA in this judicial circuit). This research addresses the racial disparities in the CASA program and in the American child welfare system.
