Rapid growth, rising demand for electricity, and abundant sunlight make Arizona the quintessential location for solar power development. There are many ways to use the sun to generate electricity, but at present, concentrating solar power (CSP) has the leading role. Solana solar project is the first of several similar solar projects proposed for Arizona. This chapter argues that the capacity of the rural community lens affords a prominent element relative to public engagement effectiveness for power plant siting. During the last decade, energy security remained a prevailing public value, especially by politicians after the 9/11 attacks. Funding for the nuclear research and the clean coal development were given high priority. One of the challenges to renewable energy is how to integrate the public into the planning process.
